Cubans ride in an old car on Havana's coastal "Malecon" in Cuba, July 9, 2006. A U.S. presidential commission on Monday, July 10, 2006 urged Washington to spend US$80 million to help nongovernment groups in Cuba and to break the communist government's "blockade" on outside information.     Harold Watson and I are meeting up with Roy Cooper in Miami to then puddle jump over to Cuba.  We will be spending a week there looking at local agriculture, doing some survey work for potential training and development and then meeting with locals to discuss agriculture in Cuba.  There is a renewed sense of optimism in Cuba and the people are anxious to learn new technologies.  We have been invited by the Cuban Baptist Association and will be hosted by them while there.  I am looking forward to seeing a place I never dreamed I would see and meeting people I have only heard about since the 60's!
